Fixtures Book - Don't pay excess postage!

One member has contacted to inform me that he had to pay additional postage on the Fixtures Book. I guess that many others have arrived without charge.
Realising that this package was close to another band and our office scale not being a precision instrument, I took the package to the local Post Office to have it weighed on their scales. The Post Office confirmed it to be 198gms and therefore within the "stampage" affixed . I took several samples and insisted each sample was placed differently on the scales (I thought Profs. Pidcock and Neal would approve of my methodology!). So, I feel, that you should not be charged extra.
