- need a special link if not a logged-in committee member

And Finally...
- Exec board members and Council have access as any committee member 9i.e can update any pages).
- A change on the blocks is to grant access to committee materials on the basis of "not yet left committee" rather than "is currently a member" to allow full committee access to those not yet started.
- The styling is mobile-friendly (most visits are from mobiles) and switches as the screen size shrinks.
